Would it be possible for the Federation to create Neucliogenic particles?

And maybe place them in a torpedo and detonate it in a planets atmosphere so it would be capable of creating rain.

I don't think so. I've herd about them talk about Neucliogenics but not being able to create a large amount of it to make a planet habitable etc etc.

Yes it did. But im just thinking of restoring a planets Neucliogenics. Nothing else.

In Next generation Wes, conducts an experiment involving nucliogenics, he finds that they could be used make planets more habitable, but he found that the only way he could simulate dispersing them with a photon torpedo, would only have temporary effects, and that the torpedo would be dangerous way way to disperse them, something could easily malfunction, even by human error
