Please also remember that you do not have to be a Starfleet officer. Since this is a station, there are many openings. Even characters that are not officers like Garak or Neelix were to their shows.
Here is an update on the positions available.
 Medical: Head Nurse (Ensign)
 Medical: Counsler (Lt. Junior Grade)
 Command Staff: Chief Tactical Officer (Lt. Commander)
 Science: Chief Science officer (Lt.)
 Science: Communications officer (Fourth-Year Cadet/Senior Cadet)
Please remember that you can also be a subordinate officer under various fields. An owner of an establishment on the promenade. Freighter Captain that passes by constantly. Perhaps as a guest character that has reaccuring roles in a few episodes? Etc etc etc. Be creative...

Andy, you should offer Guest role positions to, unless you prefer to do that your self.

I actually like for the crew and myself to do "guest" characters. Its easier and they know the story a lot better.

Ok, makes sense. Was just a suggestion. Although, what about Minor guest? Silly little things? like a pakled trading ship or something? One of those things you see in the background, with a small interection with the story.
