Untill they made him crazy for the comic book style Good vs Evil finale, Dukat.
But after they ruined Dukat, probably Garak, with all the half truths and stories he was a great character

Sorry about this, but I forgot to put Vic Fontaine on my list, he was one of my favorites, especially in "It's only a Paper Moon" from season 7.
