In the episode Dear Doctor, the alien mentions the Ferengi to the crew. Then, in Acquisition, they meet the Ferengi and see them face to face, but never learn the name of their species. Then, in Shockwave, Part II, there is the mention of the Romulans. And then, in Minefield, they meet the Romulans, and know who they are, but don't see them.

Yeah, its all done so that they can do stories about the various species without technically violating the continuity established by the Original Series.
