Neither. They both did very well for their circumstances. Sisko was the leader who was needed in a massive quadrant-wide war, Janeway was the authority figure needed to console a stranded crew. Were their positions reversed, neither would have handled it as well.

Thinking about it now I think i would agree, after all he must have blown more stuff up in the invasion of Cardassia...although I still prefer Janeway.
