You can try and blow out anything with a can of compressed air, that might do it. Is it both shift and control keys or just both on one side of the keyboard?

Option B:
SMASH IT WITH A HAMMER!!!!

Option C:
Use a pair of tweezers to *CAREFULLY* remove the effected buttons, and dust them out with a make-up brush. The push them back in place. This may not work, but if it doesn't, you need to take it in for repairs.
Emphasis on *CAREFULLY*. You could completely fubar your' keyboard if you aren't careful.

both sides. and for some reason, when i'm typing here, or on fb, it'll skip a letter but it doesn't do it on regular programs, like notepad.

If it is happening on both sides, then its probably something that is beyond what you can personal fix. I would highly recommend you take it to a Laptop repair shop, or call in any warranties it might have.

Yea cause it sounds like either a short, or another problem with the actual board/strip that the keyboard is made of.
