Because they didn't have money enough for the make-up which would appear in TNG Klingons, for instance.

There is an explenation given in StarTrek Enterprise, in the last season, i forgot wich episode it was. But if you want to know it, you gotta wach "that" episode

LOL yeah there is enterprise reason but we all know is because technology in these day were very bad...

The real world reason was simply as stated before budget and make-up technology was limited�.
However in Enterprise it is revealed the klingons were interested in the super human augments and attempted to do the same and during the process a virus was created that made them look more human. See The Enterprise Augments Arc.

IndyCar Drivers Ryanstar trek voyager
Hunter-Reay and Graham Rahal participated in the Budweiser and "Entourage" Celebrity Golf Tournament at the Wilshire bones dvd
Country Club in Los Angeles on Nov. 9.
The following comes to us via the PR staffthe wire 1-5 dvd
Newman/Haas/Lanigan Racing. It appeared as an item on IndyCar.com:
"It was a lot of fun being out here with monk dvd
the IZOD people and I think this just shows Dexter dvd boxset
the bonus that they will add to our series," said star trek voyager dvd
Rahal, whose group was the overall winner. "It wasstar trek voyager complete series
great for me to be able to come out and play and enjoy myself with these guys. We played far better than our handicaps may show and had a lot of fun, which is what counts. It was a great experience and I look forward to continuing to do these things."
Hunter-Reay, whose group included actor Joe Pesci, Entourage dvd
and Rahal mingled with the cast of the hit series and A list celebrities including "Mad Men" star Jon Hamm, James Denton of "Desperate Housewives," Greg Kinnear and Don Cheadle.
