In fact, the episode was written when the actor Robert Picardo realized he is going to stay for 7 years in the sick bay , he complained to the suits and they wrote this good but very convoluted and inconsistent story in order to give him a cool looking and light mobile emitter .

Um...source?
The opposite has been said about the mobile emitter. Robert Picardo was against the idea of the mobile emitter and thought it would hurt his character. He has since apologized for that.
