I am confused or I am not understanding the episode Tattoo. At the beginning of the episode, I think they transported down to the planet but later on a storm prevented them to beam down so they had to take a shuttle. Did I miss something or just not understanding at all? It didn't make sense right there.

Yup. Apparently there was something in the storm (probably the electricity from the lightning and such) that was making it difficult for them to use the transporter safely. Happens a lot in Trek

is that the one with the planet filled with aliens that
have the same tattoo as chakotay? "the sky peoples"?
hopefully we'll see some more of those aliens if they
make a voyager movie!
there goes the episode that needs to be expanded, i say!
that or "favorite son"!

In the begining they were on a moon that the sky people viseted and when they riched their planet they could not beam in only out.
So, There is no Confusion
