OK, it was the 60s and we didnt have CGI, etc...
But whats the best Trek explain-away for how everything TOS looked naff compared to the previous ENT series and the films/TNG

There isn't really anything to explain, Things look differnt because of well...technology to make the shows, its like 30 year differnce in technology. There is gonna be differnces, it happens.

Yes, but ENT should have made more effort to make the tech look pre-TOS in places- like OS-style phasers and communicators

Why?

It soesn't make sense to me, if they wanted to relate ENT to TOS they could've just recreate the same old set and tech. I think, they wanted to revamp the franchise and create a back-drop for the idea that TOS was under hard times and seriously isolated in their exploratory mission.

Cause it ties the 2 series together, and we can actually believe that ENT came first

I see no particular reason why the two need to be tied together, or why one would have to believe that ENT came first, when it's quite a bit more unfantastical to realize that TOS came first, as is the case.

Maybe I'm too much a practitioner of realism.

Yeah, you viewpoint is that of the average fan.
But for nitpicking sci-fi geeks like me, we need explanations for these sort of things.

Still, they could have made a better attempt to have ENT look a little less..."antiseptic" for lack of a better term. ENT's tricorders looked a lot more advanced than TOS - youd think that data storage and sensing equipment would be a lot more bulky 150 years prior to that big bulky black box that Spock carried around.

ENT did very well in the medical area showing deprecated tech with that big buly cat scan bed and Phlox's more "tribal" and heuristic approach to medicine.

Photon Torpedoes 150 years before TOS and still in active service in the TNG era - 240 years (give or take) for a weapon to be in service that was only just starting to be phased out midway through DS9 with Quantum torpedoes? Thats an awfully long time to have a servicable weapon that didnt advance that much.

...I think it was a little too early to introduce them even if it was near the end of the series

The Transporter...aah the staple of any trek show and reliable means of escape and rescue - this item should not have been involved in ENT to the degree that it was - granted it was minimal, but given the time period and having it be brand new ground-breaking technology, it should have been relegated to no more use than simply moving cargo around - there should have been more transporter accidents involving living beings for the "newness" of the tech and the frequency to which it was used towards the end, as this would have been a solidifiying means to attribute McCoy's dislike of the Transporters, because you'd think that in 150 years, they would have ironed everything out by then and resultingly, TNG's "tranporter psychosis" would not even exist, as the transporters would be an even more conventional means of planetary travel, by bouncing transporter beams from buffer to buffer across several planetary satelites, rather than inefficiently wasting time and fuel taking an actual transport pod.

Could you imagine that?
