If i had to take a guess, i would say the government was involved in some way. Russia is on a slippery slope right now. It is sliding away from "democracy".

Yep, I agree. It's quite clear that Russia isn't a democracy, but rather a dictatorship of sorts. There's even the idea floating around, about which I've heard but to which I cannot state my agreement, that a Putin Russia is more dangerous than the Soviet Union.
