Would have been just another alien that we'd have to explain why the outward appearance changed, as they certainly couldn't afford that much makeup back then.

Yeah... besides in that time period, or when ever it was they met, the didn't exactly get along. But they weren't even invented yet, and certainly wouldnt have been the race we know as Cardassians today, if they were made, and put on TOS first

well since the federation has not even gotten out that far until early 24th century if would not have worked. But even if they had the would have probably been a war because there was a war close to the mid 24th century with the federation anyway so it may have been interesting and Bajor would have been involved too.
