Good point, but the Federation and the Borg have different ideas of how to better themselves. And the Borg seem to think they can reach perfection, I think the Federation knows better

At least the Federation gives other species a chance. They don't force those who don't wish to be part of them, to be part of them. Giving them free will and all.

I agree...they have some similarities. But then again, if you're gonna go so far as to say they're similar, don't just go and say it's only the Federation. Pick out some other organizations or something along those lines and call them out on it.
Blancie's right though, they have so many more dis-similarities.
