WASHINGTON, (Reuters) -- President George W. Bush will host Chinese President Hu Jintao on September 7, a visit that caps months of rising trade friction as well as growing cooperation on stopping North Korea's nuclear arms ambitions.

Bush and Hu will discuss "the full range of issues on the U.S.-China agenda and continuing to build a candid, constructive and cooperative bilateral relationship," the White House said on Tuesday in Idaho, where Bush is vacationing.

The first U.S. visit by Hu, 62, since he became president in 2003 follows a stormy summer in bilateral trade ties as China and America wrangled over energy, textiles, Chinese counterfeiting and China's exchange rate policies.

But the United States and China have cooperated on geopolitical issues, notably on the Beijing-hosted six-party talks aimed at ending North Korea's nuclear arms programs. Some analysts credit Beijing and Washington for keeping the potential flashpoint of Taiwan quiet for much of this year.

Before the Sept. 7 meeting and lunch at the White House, Hu will be accorded full military honors in a White House South Lawn ceremony with a 21-gun salute, a U.S. official said.

Even though Hu's reception falls short of a full state visit, a U.S. official said it was wrong to discount the welcome.

"Each visit to the White House is unique and follows different substantive and social formats," said the official who spoke on condition of anonymity.

Big picture
Brookings Institution scholar Jing Huang said the two leaders would discuss North Korea and Taiwan as well as trade issue, but should focus on "big picture" issues.

"If Hu Jintao and Bush have vision, they should talk about the future picture, which depends not on China's rise, but by how China rises," he said.

Referring to disappointment by some in China that Hu will not make a coveted trip to the president's ranch in Texas, Huang said the visit still has the potential to be historic "because it comes at time when China has reached a crossroad in its rise."

Chinese Foreign Minister Li Zhaoxing issued a statement on Monday that highlighted cooperation in economics, counter-terrorism, nonproliferation and regional security.

"China-US relations have, on the whole, maintained stability and growth. Dialogues and exchanges at the various levels have improved mutual understanding and mutual trust," Li said in an article published on his ministry's Web site.

But China has also raised U.S. hackles with its embrace of Sudan and Iran, energy-rich states viewed as unsavory regimes in the West. China is also frequently faulted for coddling repressive leaders in Nepal, Uzbekistan and Zimbabwe.

In the U.S. Congress, where suspicion of China runs high, lawmakers threatened legislation to slap a 27.5 percent tariff on China's imports if Beijing did not revalue its currency. Congress also reacted with outrage when China's state-run CNOOC tried to buy the U.S. oil firm Unocal.

China revalued its currency by 2.1 percent on July 21, but lawmakers have said they want more of a revaluation to address a U.S. trade deficit with China that is on track to surpass last year's record $162 billion.

Hu is expected to appear at the annual gathering of world leaders at the U.N. General Assembly in New York, which runs from Sept. 13-16. Sources familiar with Hu's itinerary said he would also visit Yale University in Connecticut and the northwestern city of Seattle.

Don't forget, China is still a dictatorship, and if you had family in Taiwan, you wouldn't like him either.
