You would waste your power cells too quickly. You would have to conserve who you shot.

Basically, I wouldnt be out to vaporize anyone. I would give it to the military, hesitantly of course, and force them to promise to use it only for good, even though they probably wouldnt.

Power packs die eventually. You just cant have endless energy. Plus, its bound to malfunction, then you wouldnt know how to fix it.

With the way startrek is im pretty sure that the phasers would continiousely recharge. I mean we all know that the federation has other things that do that and a MK II Phaser has never run out of energy on the show.

In the Dominion War series, you are constantly seeing them hand out power packs for the phasers (The Siege of AR-558), and not just for the phaser rifles, for the normal phasers too. They couldnt possibly have unlimited energy.

Kill as many people as I can with it, then dispose of it.

Since phasers vaporize people at maximum setting, as long as no one seen me do it, there'd be no proof that I did it, hell the person would just go down as "missing" for all eternity.
