I personally don't think so. I see the similarities but that's all they are.

I voted no as well.

There are similarities, just like you said, but Dr. Pholw is a very differet person. People always tend to compare characters from one show with another. In some cases they're very alike but mostly not.

No I don't think so. I mean they're both funny characters, but they're kinda different. . . and yeah.

Neelix was annoying, Phlox is not. Simple. But if he was a Neelix rip-off, who cares???

I don't necessarily view Phlox as the best Star Trek character ever made, but he does have merits. I find he is a above average representation of the curiosity side of Star Trek. I find that fascinating, as well as less irritating than Neelix.

At least they could have made Neelix purr...

Since I like Phlox WAY more than I like Neelix (in fact, I hate Neelix), it feels wrong to say that he was a "clone", but I think he was.

OK .... HE'S NOT A CLONE! WE GET THAT!

Is his character and or physical traits based on Neelixs charcter????

No one suggested that he was an actual clone.

(Btw, it's scary when you answer your own posts aggressively)

Personally, I fond him like a more annoying version of Neelix. They have kinda the same facial features and build but Phlox's pet shop really annoys me.

No, They are alike a lot but they are a lot different also. Plox and neelix never really crossed my mind as a rip off though.

Phlox = cool
Nelix = annoying

If I had to compare Phlox to a Voy cast, I would say he is similar to Tuvok. Big brains, from a "more evolved" civilization, the outsider.

I didn't mind either of them, but they don't strike me as clones.

Now, T'Pol was a Seven clone at first. She's grown away from that, thankfully, but a few times in season 1 she was essentially Seven with pointy ears.

YES! HE DEFINITELY IS!! But he's still a brilliant character with a great actor playing him.

Neelix and Phlox should get together sometime!
