9/11 those responsible could have been watched??

I brought a magazine the other day with some interesting articles, which includes one how the terrorist could have been "watched listed" any thoughts?

It's fine to say that they could have been watched now, in retrospect. The world didn't properly know about the threat from terrorists, at least not on this scale. Also there is the common but true line that terrorists have to get lucky once, but secuirty has to everytime. At some point terrorists will slip through. Here in Britain there has been about 5 or more major breaches in the last few weeks - including people getting into the House of Parliment when there was a debate going on. It's about the equialent of people getting into the Senate.
