If the cardassians have such low standards when compared to starfleets, how did they manage to have a succesful warp capable culture?

Ok maybe I missed something but where is your proof of their low standards ? (A reference would be nice  ).
As far as I know Cardassian standards aren't very low because their culture is very family orientated so they (I would presume) would make their ships safe enough for their families to use.
I might be wrong.

He's probably referring to DS9 season 1 when O'brien keeps cursing the name of the Cardassians for whatever reason or another...LOL

Probably due to parts of the station constantly malfunctioning & small explosions every now and then.Man,i love that station.Its like an old car that constantly breaks down and o`brien `d give it a good kicking and start it up again with his repair teams  It was still acting up around S5 Empok Nor.Who can forget him and Nog staring up at the repaired conduit..only to have it blow again.Fsssh! But yeah i guess that gave the conception that the whole station was shoddy built & maybe also that the cardies use lower standards.
It also might have come from that other ep,Destiny or such ? Where one of their scientists & O`brien are talking and she`s surprised to find out that the federation have like..3 backup and according to her unecesarry safety measures,ie backups for the backups.Real safety conscious,the federation ;/ But imho i dont think their (the cardassians ) standards are that much lower wich made them unsafe otherwise they`d have constantly been having accidents and stuff.Its just...less than the federation.Wich doesnt make them uncapable of warp and all the other goodies.
Also re: the station they basically smashed the place up during the withdrawl & ripped out what they could so o`brien & gang had to improvise,& like he said,the station is a mix of cardassian,bajoran,and federation technology (wich is probably like trying to interface WindowsXP,MacOS & linux)no wonder things were constantly breaking down .So Yeah it too shouldnt be seen as something showing their supposed lower standards.
(Also,and SORRY ive been typing too much already but gotta also add that lets say someones standards WERE low like they supposedly are here according to some.Re: other ways to get warp drive.Look at the Pakleds who im sure didnt design theirs themselves & are best at STEALING technology wich they want.)

The Cardassian standards were not much lower than the Federation. They just had different priorities. The Federation, face it, are the "safe guys" of the galaxy. They want technology that is reliable and that is safe. "Ultra-smooth, ultra-slick". The Cardassians probably prefer technology that works, regardless of the actual safety.
DS9 was designed to be functional, not pretty. The Cardassians are simply a more utiltarian and militaristic society, closer to the Klingon society even. They value function more than form, which can give the appearance of shoddy engineering, but really just depends on the amount of time one spends tinkering with the outside.
