Looking to start a charity thingy for tornado victims

i have always wanted to start a charity for something, then the recent tornado events came up and i thought of what a graet idea it would be to raise money for the people who lost everything and for people who lost family members in a storm related incident. Unfortunately I have no idea how to start a charity of any sort. I do not want it to be a fund-raiser, b/c then money would have to back into it to make the products.
