The Eagle symbolizes Power and Spirit.
The eagle is always facing the olive branches, emphasizing peace. But has the 13 arrows in case that doesn't work.

The motto, E Pluribus Unum, Out of Many, One.
"Out of many, one" is a clear reference to the thirteen colonies united into one nation – symbolized by the shield on the eagle's breast,the thirteen vertical stripes represent the several states all joined in one solid compact entire, supporting a Chief, which unites the whole & represents Congress.
In heraldry, mottoes on seals were originally a word or phrase that formed a war-cry. In later times, they became religious or patriotic in nature. Coming from the mouth of the Eagle, America's motto is a cry for peace.
The Eagle's Message of Unity
The American Eagle faces the olive branch – the "Power of peace," as the Seal's designers described this symbol. For further emphasis, the eagle holds the olive branch in his stronger right talon.
