*wakes up again in shock*
"A week!? Spring vaction? Its spring already?"
*Checks watch, sits up straight. Grabs a pen and starts writing. After writing a whole page he passes on the note too a messenger who runs out of the congress hall, the building and sprints too the White house down on 42th street. He gives the note too the Representative of the President of the United States. He is scared *beep* when he reads it and sprints too the elevator, takes it down to level -15 where he enters a very old room and there opens up a big safe and brings out a huge storage tank. He opens it and a man in a suit who looks exactly like the president steps out of it. He gets the Note handed over and reads it. Then he goes up the leevator along with the representative and enters the room where the current President is sitting, totally in Coma. The old one gets dragged away down the elevator again and the new one sits down.* (don't ask me why i had too do that, i'm just a caretaker from Holland)

Zeke checks his datapad for the list of congress members. "According to my count, there are eighteen members in this congress. Quorum requires a majority of the congress for a vote on legislation for the vote to be valid. Right now, that is ten voting or actively abstaining members. We have three so far. There can be no valid vote until quorum is reached."

Therefore, the vote may continue throughout the week, but the end of this session will not end until next Sunday, when the bill will pass or fail. You may vote when you can, and then leave if you have. Report back here on Sunday. I apologize for the inconvenience." He banged his gavel.
((What I'm saying is that because I have to be here when we end and start a new session, you can vote throughout this week ("Spring Vacation"), but do nothing more than that. Next Sunday I will end the session.))

Zeke stands. "Mister Speaker, you cannot simply override the rules of our proceedings autonomously. Unless you're going to remove all our inactive members, there is no quorum." He continues. "I suggest that you remove those who do not participate here from membership in the Congress to resolve this issue. The only other solution is to propose an amendment to the rules of quorum in the Congress."

Why don't we make the entire system more simple?
Just basics:
1.some one proposes a motion.
2. A congressman/woman from a diffrent party Seconds the motion
3. Motion gets on the floor
4. everybody in favor fo the motion votes Aye, everybody against it votes Nay.
5. Next motion.
*Any congressman can propose a motion.
*when a motion is seconded no other motions can be proposed.
*When a motion is not yet seconded other motion can be proposed
*the first motion to get seconded will go on the floor.
*If there are too few votes on a motion on the floor the Congress leader will allow the beginner of the motion too a speech and questions can be asked untill all or a given number of votes are placed (given number by the Congress leader who would surely understand the reason of that).
Perhaps this way people will actually look at this topic and vote.

The second for the motion just allows for a vote. It does NOT have to be by another person.
