^I think it's a little ignorant to play the "race" card on a show that had a black Captain and attacked the idea of racism better than any Star Trek had before. We only saw 3 Section 31 operatives, and two of them only appeared as extras in "A Simple Investigation" from season 6. Sloan was the only regular, and it could be argued that using only a black man for Section 31, say in place of the man who played Luther Sloan, would have been indirectly racist. Leave the damn race issue out of this discussion.

I disagree with 31 being different from the Obsidian Order or the Tal'Shiar, Section 31 operates within Starfleet on their starships, with their starships and their technology. (They can't just get the newest and best ships and technology without some kind of connection.) The greatest difference is that, while the Romulans or Cardassians take pride in the fear these organizations elicit, Starfleet distances themselves from the very notion of a "rogue" organization working for or with them but not idealistically or morally.

Obviously 31 works with Starfleet because Admiral Ross used them as much as they used him in the Romulan agenda. Starfleet Command knows what 31 is and what they are doing, at least vaguely, and condones it simply by taking no action to disband them. (Remember when Sisko informed Command of 31, they assured him they would investigate but no investigation was ever begun.)

Section 31 was established in the Starfleet charter (not the Federation charter) and has been operating since Starfleet's inception. That being the case, Section 31 has been operating for years in regards to Enterprise, but that doesn't mean we can't or won't see them on Enterprise.

and if I don't what will you do then I'm entitled to my own opinion as are you but that doesn't mean you can tell me what i can and can't do as long as my opinion is not in any way rude or unjustified I'm entitled to it unless a MOD or Admin tells me otherwise

Section 31 is a secretive rouge organization not sanctioned by Starfleet. Run by a bunch of paronoid officers much like the way America was paronoid about comunmism in the 1950s.
Rouge operations were all over the place during that period.

They aquire their Starships through an underground network.

Yes Starfleet is aware of its existance but refuses to acknowledge it publicly because that would show their card and make 31 go even further underground and that would be a dangerous thing.
