Well, I wouldn't say it's the best, but it's one of my favorites. It just makes you think... even though they were only holograms.. it sucks that someone has to die to bring together a group of people. Weather reality or fantasy...

Season One
Parallax While not the best, I couldnt put this in boring. It was...Decent. Just enough to earn a mention on here.
State of Flux Again, not the "best" but it deserved a mention. To bad this plot line of a trator was used a couple more times, in which a trator (Differnt person(s)) reported to the Kalon.
Cathexis I must sound like a record, IMO, Season one was VOY's worst. It still deserves a mention, this was a good episode all in all.
And so wraps up Season one. I have the DVD, One) Collecting the sets, I would never feel it was compete if i didnt get it. Two) I had not seen all of them.
Season Two
Non Sequitur Again, not a "best" but it desereved a mention. Several lives changed, by a change in history of ONE person. Quite interesting.
Twisted I LOVED this episode. I was practicly drooling in ancipiation from the moment I read about it. I was like (with the dvd sets) "come on! get over already so I can move on to the next episode!" In short: Well done episode IMO.
Persistence of Vision eh, not something I could put here per se, or in boring, but it had several good parts, it just....meh.
Maneuvers Hmm... semi good episode. Many intersting key points, and some Kes scenes were good.
Meld Good episode. So many times we have heard of the dangers of a Mind Meld, we finaly see one here. I do think though that Tuvok emotional outburst were still 'uptight'. Shame....I really thought Tim Russ is a good actor...he must have been to into Tuvok...
Investigations aside from a Semi reused plot (Trator to the Kalon anyone??) This episode was pretty good, even with Neelix being the main story front.
Deadlock Another good episode! (Oh, two so far in season two where I can say that first thing?) It was good, Weird no one seems to refer to the fact that the Kim from this point on is not the Kim we have gotton to know. Also, this is a major appearnce of the nasty "reset button" (That massive ammount of damage and in the last scene of the ep, its only refered to, theres no mess holes etc...)
Basics, Part I While not a "best" episode I did feel it deserved a mention. It had many good intents, it was to dry in areas though.
