Check it out, even Voyager got it right! (UESPA-1) The Friendship Probes were launched by the United Earth Systems Probe Agency after ENT. The UESPA became Starfleet after ENT, after the Romulan War! Kirk must have been confused in the TOS episode "Tomorrow is Yesterday" when he said that the Enterprise was originally a UESPA ship. The least ENT could have done, is have both entities in existence at the same time!

Cool find. Yep ENT can't keep anything straight.

To be fair in the Romulan Wars a lot of the information that Starfleet gathered was lost. So you can explain all the discrepencies with this.
